RE: settimezone doesn't work

To set the timezone for a date or timestamp us setTimeZone.
Pass a timezone code such as "GMT", "GMT-5", "PST", "America/Los_Angeles".

today = Date.setTimeZone(today, "GMT");

By default dates will be in ET (North America Eastern Time/New York)
